Horizon Science Academy Cincinnati is authorized by the ESCLEW Community Schools Center , which has been sponsoring community (charter) schools in Ohio since 1998 and was one of the original pilot program sponsors.

Charter authorizers are the entities that decide who can start a new charter school They set academic and operational expectations, oversee school performance, and evaluate whether a charter should remain open or close at the end of its contract.
